I found the following answer on the "Tech tips" page. I've tried solutions A and C. Thus my only question is "how do I use MTS in Windows 98 2nd Edition?"

Symptom:
Object variable or With block variable not set
Driver's SQLSetConnectAttr failed
A. Solution: Install VB6 Run-time Support
Version 6.xx of all ASP-db products require VB6 Run-time Support.
For more information, please go to:

B. Register the dll with MTS, NOT REGSVR32!
C. Change Control Panel / Regional Settings to English (U.S.)

Thanks for trying to help Mark. If I didn't have PWS install, I wouldn't have got the error in the first place.
MTS is installed along with personal web server. However, no shortcuts are created to the program. As an NT user, I expected to find the MTS explorer as a "MSC" snapin file for the MS Management Console.
After trying the only two MSC files I could find and looking everywhere in the Windows directory. I eventually found it hidding in the MTS folder under Program Files.
Looking back on it, it seems ridiculosly obvious. Yet I still don't understand why the PWS install does not simply create a shortcut to it. Or maybe it's their way of making sure you are paying attention to the install folders during the setup.

Bode,
You MUST install ASP-db using MTS. It is on your Windows 98 Second Edition CD in a folder called PWS under the Add-Ons folder.
