    editing drop down list

I want to use a drop list for the add and update functions to keep the data entries uniform, but I also want to allow users to enter a new item to the drop list if one is created. Is there a way to allow users to add new variables to the drop down list if the one they need is not on there?

just toggle the drop to off and it becomes a blank entry.

this was question I posted earlier, when the user toggles the drop down to
off they loose what they have entered elsewhere in the form. Is there a
    way to prevent that?
