Look for javaw.exe in Task manager and kill it and try to run again. It's almost always java issue with OEM.

There was no javaw.exe but java.exe in the task manager but it cannot be killed. Is there another way to resolve this problem.

I killed my OEM by ending process jrew.exe. Also, I have a problem with OEM starting occassionally. I have to go into task manager and kill(end) jrew.exe process. There should be only one jrew.exe process running when OEM is running.
Hope this helps
