this is for oracle 10g.
you have to add this line in ur sqlnet.ora file
NAMES.DIRECTORY_PATH= (TNSNAMES, EZCONNECT)
Then
1.check the user permission.
2.check ur password file (for curroption) otherwise creat another.
3. set ur enviroment variable for the sid.
then try to connect.

In command prompt, did you define your SID
set oracle_sid=ORCL

HI Tia,
1.if ur working on unix envirnoment then u've to set ur variable
2. if ur working on windows plartform then u've to set ur oracle sid (if u've mutiple database running on same machine)
set oracle_sid=orcl (example)
3. again check the user for the admin permission.
4. pwd file is very important in case of sys or sysoper
so if u don't have then crearte it again using orapwd from command prompt.
example :
orapwd file=D:\oracle\ora921\dbs\orapwV722 password=oracle entries=1
hope u wouldn't have any problem
