SQL server 6.5 install fails after launching startup procedure sp_sqlregister

I am installing a SQL server 6.5 instance due to a client conversion. The install hangs. I am using Windows server 2000 on a virtual machine. The only clue I have is in the error log. It states "Lauched startup procedure 'sp_sqlregister' EXCEPTION_ACCESS_VIOLATION raised, attempting to create system dump. Unable to locate the symbol information for 'SQLSERVR.EXE"

I am open to any ideas. I have uninstalled, deleted files and tried again several times.

try installing SQL 7.0, you can restore SQL 6.5 backups into 7.0. What is the need to install 6.5?. It is more than 16 years old.
