How to create this?

hi, all I want to ask u that, if i have a pc, and have only one user, i want to create a program that have user n password to protect everything that connect to internet.
Mean that, if i double click or run internet explorer or firefox or other program at the first time, it will show a dialog for enter the user name and password. If wrong we cannot use the internet, but If we are right we can use the internet, although we run other internet program until we are log out this user. On the other hand we can record all user that log to use internet. (have many user).
One more thing if u know have other programs that can do like this can u tell me?
