Be sure to look, too, at any resource management package - say for preventive maintenance, other industries or functions, etc. As long as the app lets you assign people to user defined classifications, track values within those, etc., you could probably use it to do what you're trying to do.

There may be a "canned solution;" in fact, I would bet there is. But sometimes specific apps like that can limit you - whereas thinking out of the box can mean tons more flexibility and often dramatically less cost than something designed for a narrow scope.

And even if the pre-fabricated matrix report you want is not included in something that looks okay otherwise, you can do that on any accessible data source with Reporting Services, Crystal, Excel, and many others ... The accessibility of the source (relational is best, but OLAP as an extra would be cool , too) can be very important, once your reporting and analysis needs expand beyond the "one-size-fits -all" set of canned reports ... You want to be able to hit the source with a gopod report writer for custom reporting ...

A solution that you could interface with your current operational DB solution(s) - separate databases likely, of course - might be perfect!
