With the form in design view, right click on the field you want to have the red font, select Conditional Formatting on the pop up menu. You can select "Field Value Is", Expression Is", or "Field Has Focus". Then you just put in your expression for "Record" = "Important" then set the font for red. That should do it.

I asked for detail about conditions should cause the red font and you answered "important records". There is no test that I know of for "important records" so I made one up. Until you explain with some detail, that is the best I can do. There is no way I can guess what ever your rule or test is for an "important record"
I have looked at your database and I don't see anything that makes me think "Important Record" You are going to have to explain to me what makes a record important, otherwise I can't help.
Neither department or division is referenced in the form that is in the database you posted.
You can use "Conditional Formatting" to make the "Hospital" record have a Red background. You get to "Conditional Formatting" dialog box by right clicking on the field in design view, then select "Conditional Formatting" from the popup menu.
