No Record No Navigation Buttons
I need the navigation buttons to be shown when there are no records found. Mainly so the user can add records at that point. Is there a way to do that?

I need the user to have the option of going into add mode, that is why I need the buttons to be there. For the sake of my user I do not want to automatically stick them in add mode. Is there a way for the buttons to be seen if there are no records?
