Filter Drop Down only displaying limited number records

We have a small application which displays a list of user names in a drop box on a filter.

The first time through the filter displays all the user names however subsquently when selecting the filter option from the grid , only a subset of the user names is displayed.

Selecting the filter reset then filter option buttons also only displays the sub set of records.

Only by initially selecting the blank option for the filter and then from the grid the filter option does the complete set of user names again become displayed.

Can anyone suggest why?

Can you duplicate this problem with any standard databases like NWind, or PUBS? If you can, we'll be able to see it and fix it right away. That would be extremely helpful!
