Cluster on 2000... Does it need to be on Active Directory?

Is it true that on Windows 2000 Cluster server service only runs on Active Domain?

Can you install SQL 2000 Advanced server on the two cluster residing on NT 4.0 Domain?

We are not ready to go to Active directory, however like to use SQL 2000 Cluster on Windows 2000 servers...

    Thanks
