I don't believe you can read it, it's meaningless from what I've been told because it's a jumble of numbers. I think there is a tool that does read it, but I don't know what it's called or who supplies it.
I would also have to ask "why do you want to read it?"

We need to log all the changes to our database.
We are doing content promotions each night. We need someway
to verify that all the changes to the database have been made.
Our content is coming from a DB2 mainframe.
