Need help quoting a rebuild from HTML site using PDF files to PHP site

I have a small staff of HTML programmers and I am running a newspaper ad to hire a PHP programmer but in the meantime I need to quote a MySQL/PHP project. I was planning to reley on the hire to answer my questions but I need to quote it soon - can you help!!

The website project involves about 12 different activity schedule tables each table is broken down into times of day 14 to 16 rows down and then days of the week in columns across the top - the client currently uses PDF files and uploads a new one each time the information changes - we want to set up the activity tables so that staff can update them regularly by logging into an admin login section.

My questions are:

How long should it take a PHP programmer to set up each table and the corresponding updating admin area login

Where do we actually get a copy of the MySQL database to work with and is there a cost

Besides the activity tables the site has about 30 pages that will need to be rebuilt using PHP - I know how long an HTML page takes but what should I figure for a PHP page.
