Remotely update MySQL

Hello,

Running MySQL 4.1.21/PHP 4.4.2 website and a local Access db. I would like to automatically (once per week) dump an access file, convert it to mySQL (got this part) then remotely upload it to the MySQL db, thus updating our site. Our server allows for SSL connection which we have set up.

I would greatly appreciate any direction or insight that would help me get closer to a solution.
