"Could not create an instance of OLE DB provider 'STREAM'",

We have cluster server that has SQL 7.0 install, when I try to insert a bulk data from a text file, I get the following error:
"Could not create an instance of OLE DB provider 'STREAM'",

But, when I Insert this same text file on a different SQL Server 7.0(not cluster) it works fine.

Does anyone have solution to this probelm.
