Does Access have a Runtime environment?

Can I write "turnkey" applications in Access that can be distributed to friends as .exe files that will run on their Windows machines whether or not they have Access installed like can be done in Visual Basic, which only require the runtime environment module?

Yes. Microsoft has sometimes charged for it and sometimes not charged. I don't know where they are right now. BTW, it will not be compiled into an .exe file. I would suggest checking with Microsoft for this software.

This site discusses the deployement of the database to users who do not access 2007 http://office.microsoft.com/en-us/ac...010218864.aspx

This site is for downloading the runtime version of 2007 http://www.microsoft.com/en-au/downl...s.aspx?id=4438

Here is runtime of Microsoft Access 2010, as far as I know it could be redistributed free of charge:
