SQL Server for Windows CE

Newbie Question:
New to the SQL Server scene we are considering SQL Server 2000 Windows CE as our database solution. There is limited documentation on database creation (design and population). Are we supposed to create a database through standard procuedures for desktop/server versions of SQL server 7/2000 and then simply transfer the database to the CE unit?

At this time we are primarily storing and accessing the database locally on the unit. Thanks for any help you may be able to provide.
