help in designing tables for transaction

i am designing a stock control db for defence . and i have army consumers which are of two types one which just give me the item name and qty to be supplied and second which just tell me the no of men ( feeding strength) and then we calculate how much qty they are authorised (for eg : a single guy us authorised 220gms of rice and 9gms of coffee per day ) so for 15 days and 100 men we do the maths .
1.) i have a item table which lists out the name of items
2. ) a consumer table listing out the consumer names
3. ) consumer demand table listing out their indent no and other details
4. ) transaction detail listing out what all qty if being issued to the consumer .
till now i have been able to generate reports and querries based only on the first consumers who tell us the qty they want .
how do i incorporate the second consumers any idea
