Auction Design

12 I am a proficient HTML, Actionscript Designer. However I am currently wanting to set up an online auction site similar to eBay but very product specific. I would like to know if there is a design program which I can use which would help me in the scripting side of things maybe by the use of wizards or pre-written scripts or if there is a resource on the internet from which I would be able to obtain source scripts for an online auction site in their entirety. I only really want to do the initial design of the the site (HTML and Flash) and allow the CGI or SQL to do it's job in handling the databasing on the member and products side of things.
Also what kind of maitenance is required on an online auction in the way of scripting, once it is already up and running?
